you shoot him long before he gets to a group of people. like entering the train station or getting on a train. I think poor training or some captain didn't give word earlier enough to take the guy down. doubt if nyc cops had this house under surveillance he would have gotten a few blocks with a heavy over coat. i believe latest news says he had nothing to do with bombing or associated with it. stupid guy ran. police apologize.
