This was a tragedy no matter how you look at it - had he had a bomb under his coat, the officer would be hailed a hero today and not a killer.

And they say the only way to stop a suicide bomber is to shoot his head. I don't understand why shooting his arms isn't just as effective. They could have done that with the guy up above and he would still be alive.
