A head shoot is a clean target with little chance to cause an explosion, also you're goal is to hit the brain in a way he loses all motor control so he can't depress a button. There also were five police to the one guy. How can 5 guys not keep one guy under control? Maybe if he were on PCP but that's not the case here. I think the police overreacted and now they are covering their butts. He keep hearing the words from one of the eyewitnesses.........."the guy looked petrified". Sad.
