this person was from Brazil, could it be he usually wore a heavier coat because of London temperatures vs the country he came from. The apartment complex was under watch i do not understand letting a person with a heavy overcoat come of it and be able to walk blocks up the street before being approached. sounds like screw up by cops who really do not have the experience our fbi and cops have in handling crime. London stiff upper lip may be pass history, today's mix of immigrants and liberals may have changed Londoners dramatically .
