Oh, I have no problem with the concept of targetted tax cuts. That's quite different from the Laffer curve arguments. I can imagine targetted tax cuts in two modes: focused on restarting industries in trouble, or, in a Keynesian argument, to restart the economy. In both the argument is that any increase in tax revenues would be a bonus, not the rationale for the cut.

Targetted tax cuts for small business makes sense given certain economic conditions. I have no idea whether the present is a good time for such or not.
