he never should have had the opportunity to run. they could have stunned him as he came out of house. there was no plan, they had the place under watch and later someone decided to stop the guy.

Now if they were looking for bombers with heavy jackets and asked what is the plan if one comes out of the complex i expect they would have taken him down right away. it sounds like that thought process never happen. It appears they implemented their actions as they went along. As a potential bomber leaves an apartment and walks down the street , a street i assume is not blocked off to public and when approached he can out run these cops? no one in front of him? get to tube , jump over turnstyle, get down a flight of stairs and get on a train. amazing.
