At the point of observation at the residence, he could have just been heading to the local 7-11 for a pack of smokes. Observation leading to the train station added add'l points of suspicion.

Which brings us back to ... he evaded questioning in a tense environment, at a period of time during intense circumstances. He made that uncooperative choice. If they stopped him at the 7-11, or at the house, or at the train station, do you think his choice would have been different?

A. Don't evade the police at this time if questioned outside the house.
B. Flee for the train if we're near the station.
C. If at 7-11, flip a coin for further instruction.

I don't think this was his thought matrix, and I do think if the cops had it to over again, they should do it the same way, given the heightened circumstances.
