Yes, but they're closer to the Arab Sunnis than to the Arab Shiites -- they may not mind #1, seeing the Sunnis beat up on the Shiites, and #2, the Arabs fighting among themselves.

That and Kurdistan. I'd guess that they're more concerned about prepping their region for independence than they are about sending their fighters elsewhere.
