If there is a shortage of capital for necessary spending, the FIRST place you look at is current spending. This is what any entity, that can't take money by force, that wants to survive HAS to do. It is HEALTHY for organizations to be forced to go through this exercise periodically.

The Federal government needs to be able to defend every dollar it spends - what tax sinks are not producing results, where are we duplicating effort, what programs are actually counter productive, what spending is thinly disguised theft.

If such analysis is impractical because the Federal Government is too big and complicated, then the Federal Government is too big and complicated and needs to be downsized and simplified.

No serious effort along these lines has been undertaken in my lifetime. (ed. I forgot, Al Gore reinvented government )
Until such time as our leaders take seriously their responsibility to use the wealth we provide them wisely, I simple laugh at anyone who tells me we need to raise more revenue. And it's not the kind of laugh that's good for me.
