I hope you are not arguing that you can set good tax policy without understanding something as basic to tax economics as the Laffer curve. (Broken down even smaller - "sometimes tax cuts have the seemingly paradoxical result of increasing tax revenue.") By the way, I have been trying to figure out what you mean by "twin deficits" and have to confess that I'm stumped.
