Shooting an innocent visitor because he runs when a gang of five people chase him with a gun, and because he wears a tshirt saying "New York City", is really not a "perfect storm of bad circumstances." It's out right murder.

At least in some Muslim countries, they have a trial before they shoot or stone the person.

Shoot-to-kill policy is pretty lame - especially when it's by non-uninformed police. Who wouldn't run from a gang of five people chasing you with a gun?
