Well, being in a house being watched is obviously cause for execution. Fancy wearing a jacket. People should get a list of approved clothing from the police. Behaviour at the station? What precisely? Failing to buy a ticket? Well hell, instant death for that!! Throwing rubbish on the ground maybe? Or planting what could have been a nuclear bomb?

I wonder why the police can't just say exactly what the suspicious actions were.

Maybe it's a state secret. Can't give out confidential information you know.
