Lindy, police disguised as civilians could easily be mistaken for criminals, especially if waving guns. Some places have a lot of criminals. Similarly, people waving fake guns shouldn't be surprised if police mistake them for guns.

Disguises as civilians confuse people. I don't think I'd take kindly to being ordered around by some jerk claiming to be a policeman when he looks like a gangster. I think I'd shoot him to save myself.

You might note that in official armed conflict, it's considered jolly poor form to be out of uniform and the Geneva conventions exclude soldiers disguised as civilians.

The police were at fault. Mr Plod bungles again.

Meanwhile, they must love it that bombers are on the go. Helping tourist find Tottenham Court Road and giving out parking tickets is much less exciting and fun. They get to swagger and shout and order about, carry guns and even shoot them. There will be budget increases, maybe awards and promotions and lots of strutting.
