I don't think taking over Muslim countries and occupying them will work. That's for sure. Long term occupations by foreign powers almost always fail. That's not to say that we can plant Democracy in nations who are willing to work for it. However, occupation won't work.

However, what will work is when all of the West decides to put unmitigated pressure in every way imaginable on all of the worst offending Muslim nations to reform politically, educationally, and in every other way. If we can't do it through reason, then we have to do it militarily.

It is completely unacceptable that Saudi Arabia still allows its clerics to preach hate from the pulpit and allows their textbooks to contain hate against the West, while Iran recruites an army of suicide bombers in its quest to be the world's largest exporter of terrorism. To me, both of those actions are an act of war, coming as they are on the tail of suicide bombing against ourselves and against our strongest allies.
