I doubt it. They've never tested a weapon. They may be in the design phase; might even have a prototype, but without the test they don't know whether they have a weapon or not. President Kim might think he has one, but what does he know about physics.

Regardless of the disagreement on North Korea and Japan, your point is valid. Though I'm not as optimistic as you about the window of opportunity. Inevitably, the world will see either another nuclear event or a biological weapon of equal or greater magnitude in death.
