Iran and Libya don't have nukes because (a) they have not had sufficient material for it and (b) political resolve to do so has been non-existent (as evidenced by Libya's decision to dismantle their program). But as they find themselves in exceedingly hostile world, their resolve may harden.

Regardless, you position that "it is not that easy" boils down to it being a matter of time, if the political resolve is there. This I already stipulated. Beyond this there is nothing in your post that says it is impossible for a government to eventually have nuclear weapons if it minds to it and works for it.

In fact, if it was so hard to build nukes, how come India and Pakistan managed to make them more than a decade ago? Having been to both countries, I can tell you neither is a technologically "advanced" country.
