The smaller countries figure, probably correctly, that if they have nukes and the power to deliver them, then they can restrain an aggressive US President from attacking them. As far as portable nukes for terrorists go, it cannot be that easy to pull off. Who the hell would fly a plane into a building when he could leave a bomb in the basement? It is a lot like buying drugs in Latin America. Your seller calls the DEA as soon as you leave the room with your booty. I'm sure that those who sell the fixings for nukes must have a similar arrangement.
