Imo the deterrent to making nukes readily available to terrorists is risk of blowback. If you sell a suitcase nuke to someone who intends mass murder with it, how do you know it won't be you who he murders, or you who is ultimately held responsible for the mass murders?

That is what made the Saddam-giving-WMDs-to-terrorists scenario so insane ... among the first uses of the WMDs would be to take out Saddam.
