I think you missed my timeline on when the micro-nukes could be floating around. I pegged it to about 30 years from now, IF we keep on the same path as we are presently on. This is to say the current international law a.k.a law of the jungle, promotes both nuclear proliferation and radicalization. By the time this process comes to full fruitation, it will be too hard to put the genie back in the bottle. No government has to sell the material to terrorists 30 years from now. If there are enough sources around, they will find a way to get their hands on some.
