I think that sort of broad brush thinking leads to exactly the problem she sees with her brother.

If her brother is being hassled, she can dump on the Muslims who are triggering the stereotype or she can dump on the non-Muslims who internalize and act on the stereotype or she can address both. Each has some fault in the hassling of her brother. If she goes after the latter, she has no chance of reducing the hassle. If she goes after the former and enough of her fellows join in she has a chance of making a dent. It's a better target because it is the primary problem and is controlled by a few. The latter is a secondary manifestation of the problem and is unmanageably widespread.

What would you have her message be instead?
