Well first of all let me just say I proposed the idea on a lark - I really haven't thought that deeply about it. It sort of sounds like a good idea - people should only be able to pass on their heirs the wealth that they create in their lifetime, not the wealth that they did nothing to earn other than be born.

"Its their money". Is the most important issue in this case

In our current system it is their money, in the suggested system its not. It becomes societies money. What would probably actually happen is the first heir would be driven to either give away the money in charity, give it directly to others, or just shelter it in some crazy tax haven. Once they realize that inherited wealth cannot stay in a family, I doubt many heirs would just pass away leaving this huge chunk of cash for the government to collect.
