If you assume the person is carrying a bomb, the last think you do is wound so the individual has time to detonate. These guys at risk of their own life grabbed the guy and then not understanding the struggle determined a life threat and took no chance. I heard it said that in Brazil there are gangs that roam and this victim may have feared he was beset by a gang and not police. This sad event was bad luck. I've never known an idiot who would understand how heroic individuals would risk their own life to save others. Idiots usually call the heroic dumb for their conduct.
