Its not the government's money. Your stealing it either from the 2nd heir or the third. Take your pick.

Do you think society is better off if Paris Hilton's kids inherit $100 million or if the $100 million is redistributed into the general population?

In some ways society might in some ways be better if $100mil was spread around, but its hard to say. No one can now how exactly the money would be used. But society in our country would be worse if our country was a place were wealthy was routinely confiscated. Both directly worse, in that the confiscation of the wealth is itself an abuse, and indirectly worse in that it would have negative side effects such as a people making greater effort to find ways to avoid taxes rather then invest the money efficiently. Your scheme where the 2nd generation doesn't face the tax but the third one does, might reduce those side effects but it doesn't eliminate them.
