In some cases they would. In at least some cases those regulations might be justified. But even if we assume that they all are they don't become an argument for further intervention where safety isn't an issue.

I never remember anyone saying "I bought this car because it gets lousy mileage".

How about because. "It was really cheap for a big car", or "Its got an enormous engine", r "It's so powerful", or "it has so much room" People don't specifically want lousy mileage, but they want a lot of things that produce lousy mileage. People want SUV's, sports cars, large sedans, ect.
