Well, the way I see it is that the West's so-called (political) preconditions are but a fig leaf to conceal the economic exhaustion of the West and particularly Europe. For most of the past 50 years, Europe's been Africa's #1 trade partner. However, as I said earlier, Europe's sluggish GDP growth (Italy's GDP is in recession for FY'05) is no match for China's.

Remember the US mantra for Africa during the Clinton years? "Trade, not Aid!"... If anything, sounds like China just beat the West at its own game....
