The way I read it, he needed to come up with a certain amount of funds. He probably didn't know how much he would get when he started selling, so he had to register enough to cover his obligation. Since he probably sold most of his shares above $3.00, that meant he didn't have to sell them all.

Somebody must have really had him by the nuts.

I ended up averaging down today with 2000 shares, I hope this is close to the bottom. I don't think we will be disappointed by the end of the year.
