John, that explains the running. In the UK and other "freedom-loving" countries which don't shoot people for minor offences, people assume that they might be able to run for it. The police give chase and catch them if they can. Preferring to call off the chase if risk to life and limb of people becomes hazardous. There's always another day to reel them in and hand them over to the legal system.
If the police warned everyone that anyone running, wearing jackets or making the slightest odd move, such as reaching for ID in a jacket pocket, or carrying a back-pack will be shot on sight, then everyone would know to lie face down on the ground with arms and legs spread-eagled.
Unfortunately, the police adopted a murderous new mode without telling anyone. Which was stupid. Usually, when new laws are introduced such as the death penalty for running, there is some public debate, parliamentary consideration and even some publicity about the new deal.
Meanwhile, the politicians and other noise-makers burbled on about the British way of life not being affected and everyone should just carry on as normal. NO THEY SHOULD NOT!! Life has changed and it is officially a police state with shoot on sight the rule of law. The terrorists have indeed effected a major change with one guy already dead [not to mention a bunch of others as direct victims of Islamic Jihad].
I dare say that people in Northern Ireland learned that police are likely to fire guns with not much more than suspicion. Now the rest of Britain needs to learn that rule. Police are lethal. They are not friendly bobbies, with Mr Plod nickname, helping old ladies cross the road and tourists find the trooping of the colour parade. They are armed and dangerous.
In winter, when most people wear thick jackets, it's going to be carnage! No running for trains in thick jackets carrying back packs!!!
It was claimed by Tony Blair and the Brazilian minister that he was in the UK legally. Maybe that's not the case.
Hmmm, there's an idea. Announce a new rule than everyone illegally in Britain will be shot on sight. Allow a one week amnesty for them to get out of the country. That should solve a few problems. They could do the same in the USA when the poor and huddled masses yearning to breathe free bust the border. Same in NZ.
Enoch Powell was right about the rivers of blood [if the people blown up had been on a boat in the Thames]. I note too that immigration was largely stopped not long after his "racist" speech.
