I quoted two passages in that post: the first from Talbot on how the US goal is to help the world rebuild its resources so we can all share a piece of a much bigger pie. And the second from PNAC where the position boils down to we've made it to the top and should kick down anyone else who may want to rise.

It well may be that in practice and depending on implementation, Talbot's position keeps US at the top for a long time or that PNAC activities bring stability to the world. But the two visions stem from very different ideologies and are incompatible.
