I don't recognize any of the names on the report but Wolfowitz. The assessment was done Sept. - Dec. 1976. Ford was president, Bush pere was Director of CIA, Cheney was Chief of Staff at the White House, Rumsfeld was Secretary of Defense, but none of them seem to have had anything to do with the Team B report.

That's enough to send conspiranoiacs into a screaming tizzy about the Neocon plot to take over the world, I guess ("Cheney, Rumsfeld and Wolfowitz lied about Soviet WMDs" on Rense, I kid you not), but the Team B report seems innocuous enough, although it appears to have been wrong. Team A was the government, Team B was mostly outsiders looking at the same evidence from a different point of view. Two different takes on the same evidence do not a cabal make.

At any rate, Carter was inaugurated in 1977, and Bush, Cheney and Rumsfeld moved on to other things in the private sector. Wolfie, on the other hand, became Deputy Assistant Secretary of Defense for Regional Programs (1977-80).
