Its cheaper? The subsidies are an expensive cost. The taxes balances them off but thats just how you meet the cost. It's as if Bush had proposed new taxes to meet the costs of the energy bill, the cost would not be a penny less, even if it could reasonably be argued that the change on a whole was more fiscally responsible. Also your proposal intrudes in to the lives and decisions of ordinary people far more than the Bush bill.

Still Bush's plan is a mess, and congress is adding to it making it worse. But even if you can convince me that your plan is better that isn't saying much. "Batter than an awful mess" doesn't equal "a great idea that we should adopt now". Its not like we have to choose between one or the other. We could also choose neither (or God help us both).
