wealth better deployed in the hands of the children of the idle rich, or through distribution to the masses? That's the primary question.

No in my opinion.

It's a choice of A or B. What kind of answer is "not in my opinion" when presented with a choice of A or B?

And you just need to rethink your belief in the way things are. In this new system I'm proposing, basically people are not allowed to pass on unlimited wealth to their family members. It's not that crazy of an idea. One who earns wealth gets to use it as he chooses, one who receives it without working does not. Once you give up on the idea "it's theirs so its wrong to tell them what to do with it" you can evaluate whether or not its a better system than out current one.

However, I also have no proof that the government will do a better job for society using the wealth than a 2nd generation heir. But I'd bet they would.
