Consider this:

1. religious fanatics may very well wish to see US try to nuke Mecca because Allah would never let that happen and zap America off the face of the earth.

2. enough of the world, especially all the Muslims, will get turned off enough by this that they will make life very hard for America in a number of very creative ways (oh, and forget about any US head of state or perhaps even embassey ever being welcomed in ME, given the PR boon this will bring anti-Americans around the world).

3. it's not beyond conception that a group of extremists will get a hold of a nuke. Then convert to Islam. Go to Saudi and Pakistan just to meet with some fanatical groups. Then come back and detonate the bomb just to blame it on them...there are plenty of people who'd love to see US bomb Mecca.

All in all, too many side effects and unknowns to consider this a "plan" or a deterent.
