Allowing more documented legal workers into tech industries would be a good start. Investing more in R & D would go a long way. Increasing reproductive rates of citizens would help. Providing an education to our citizens on par with the best other countries would be good. REducing government regulation, or at least not increasing it is a good idea. Allowing a few million legal immigrants on a citizenship track in would move towards heading off the next recession. I can go on for hours like this...
