If Satan is a thing indeed, of Gods creation, and in fact an angel gone bad against gods will, as it were or is (ahem, lol), and God indeed decided to allow this bad angel to live on, then presumably god has a good reason. Perhaps it is so simple as that good spirits such as those spirits living within us humans, need devilish problems to solve in order to grow. Your thought though, is consistent with the unknowable notion I have of God and who created God, and perhaps God COULD put Satan down, only to find Satan popping back up like a weed on his own, out of God's control. So as you say then, "they just are."
