This idiotically plays right into the hands of the radicals. They'd be EVEN MORE motivated to set off a nuke in the US, knowing that our "pre-planned response" would inflame the ENTIRE Moslem world. Great plan! Tit for tat revenge just guarantees continuing conflict. I suppose your plan doesn't care if Saudi Arabia had anything to do with it, just that it's the seat of Moslem holy places? You do realize that the Moslem holy places are just PLACES, and turning them into radioactive glass doesn't diminish their power at all. It would only make the idea of them even MORE powerful and significant. Sort of like when Bush elevated bin Laden to his level as President of the United States.
