The question is whether it the cases you posted are outliers and/or collateral damage, that are seen in any war, or whether they are statistically significant, systemic abuses. If the latter, then I'd say we have a problem. If the former, which I suspect is the case, then no army in the world will every avoid having that happen in their midst, just as crime will always be a part of good societies as long as their are humans on this earth.
