Atheists can be offended by a religious symbol, because they believe God does not exist. So their belief system includes the disdain for all the believers, as somehow intellectually inferior.

But I take your point. I guess I'd modify the question to ask how agnostics can be offended by a religious symbol, since they are noncommittal about the existance of God. They shouldn't take offense either way, because they profess not to have enough evidence for the existence or non-existence of God.
