I doubt the NIH could handle the test monitoring. They are already under budget constraints. As for specificity, drugs that are already approved for one use do have to be reapproved for additional uses. It does happen on occasion but it just duplicates the entire process over gain. Yet another waste of time and money. Perhaps there is no easy way to resolve the problem. Government is like cancer. Once you've got it, it's hard to get rid off.
