the administration has stressed that the plan involves no dilution of union power or the right of employees to appeal management decisions

The right of non-bargaining-unit employees to appeal is not excessive but the union role is. If this administration pursues this change without changing the union role, it should be sorely ashamed of itself. First of all, it will mean a lot of useless activity with no result. And secondly, it's a terrible lost chance-in-a-lifetime opportunity.
