The instructions went wrong and none of the bombs worked and all were retrieved by the police... Assuming that these guys were directed by Al Qaeda. But the mistake doesn't sound like them, and following up a big attack with another one doesn't sound like them. So I would guess either an independent bunch of people copycatting or somehow led on by the police to act in some kind of sting?
