I disagree on this point about selected government officials most strongly, and on the property point as well, depending on the circumstances- although I do agree you can make a good argument for vandalism in some cases- but I disagree that there is not some argument that can be made for terrorism.

edit- and I don't think there is any requirement that the targets need be random. Some definitions include only civilians, but not all definitions.
