Is there any evidence to demonstrate his intention to provide a flawed report? If not, then we are obligated to give him the benefit of doubt 'honest mistakes', just as we do those who acted on intel that may have been inaccurate.

The 'L' word is a very important word, I always encourage those who employ it to proceed with caution.
