I'm hard pressed to imagine what one might do to enemy civilians that did not have as a purpose to affect that enemy. That's what you do in conflicts--you negatively affect the enemy. Everything you do is designed to negatively affect the enemy. Are you talking about some soldier wigging out and attacking a civilian contrary to orders and good discipline?
