I am not sure what is so hard to understand. Your enemy is actively opposed to you. Rather than deal with them directly you attack, threaten, or torture some innocent in order to effect the enemy ... you terrorise them. Attacking or causing fear to an innocent to coerce your enemy.... Causing fear (terror) to either the innocent, your enemy, or both. The enemy is then effected in a way that advantages you. You are my enemy neighbor so I threaten to poke your kitties eyes out if you ever step on my posies again. Your other kitty showed up on the porch last week having lost an eye, I remind you of that. From then on you are freaked out because you believe I could do such a thing to your cat. You are much more careful where you step because you are living in terror of what I may do to your cat.
