One of the major problems with public charities is that they spend so much of the money they take in for fund raising and administrative costs. They should be required to operate in such a way that they pay out at least 90% of their income for their charitable purpose. You would be amazed at the big-name charities that have payouts in the 50 and 60 percent range.
