You can't "understand" terrorists into changing their behavior. We "understand" them very well. They are religious fanatics. They won't listen to infidels, and very little to other muslims. All you can do is stop them, and kill them if you have to.

I think we are seeing the first signs of a shift away from that policy. Time will tell.
