What do you mean by " related tracking software and archival hardware?" Realistically, the data must be analyzed, and not in realtime. Further, most of the analysis might be automated rather than human. I wanted those pieces to be specifically mentioned, since I suspect they are parts that make some uncomfortable. If a crime is committed somewhere, the relevant stored data is analyzed. If an entire city street system is networked and analysis can proceed in realtime, one could in theory basically eliminate crime from public places, since retribution would be pretty certain and speedy. So it would be applicable to common crime, not just terrorism.
