If one has a network of cameras on city streets providing complete coverage, it would not be a difficult task to track, in real-time, a given vehicle's, movement. A bit harder to track a walking person, but still doable. I would assume such as a minimum for counter-terror efforts. It may be archived and post analyzed for detective rather than preventive use, although that is a lot of bytes of data.
