That's correct. It doesn't go nearly far enough. It's like giving one french fry to a starving person.

Your beef here is that if exploration & extraction cost say $25 per barrel now, and oil is $60 per barrel, they don't need their exploration/extraction cost reduced to $15. Is that it?

Yes. The function of gov't in the economy is to remove barriers to market dynamics and to create incentives when a strategic interest is in play. The incentives to oil & gas to do offshore drilling are not going to add any incremental drilling, because the market dynamics have already ensured thost companies were going to drill. Therefore, gov't incentives in this area are just a giveaway.

3) Haven't they made mandates like that previously with little success in "getting us off oil"? If it didn't work before, why would it work today?

They've actually worked very well, which is why avg mpg on cars is at 27. An energy bill without increased mpg mandates is like a hunting dog without a sense of smell. What's the use?
