No, nothing that obvious, but why oh why wouldn't Bush, Rice, Ashcroft or someone do SOMETHING about such an alarming memo? It makes no sense unless they decided (with the neocon think-tankers?) that such an attack could help them immensely.

Remember, Vietnam, the Spanish-American War, this Iraq War and others were all started on lies, fabrications, boogey-men. It's an old story in history. Hitler also used phony threats to justify his invasions. Now Al Qaida isn't phoiny but if a much smaller attack was expected, maybe they decided "don't stop it".

Either that is they're just entirely asleep at the wheel and inept. I don't believe they're that inept. But I do believe they are willing to do almost anything to grab that oil, grow much richer and consolidate their political power.
